Haryana Goes Digital To Fight Unclean Surroundings, Develops A Swachh Mobile App
Under the Swachh Bharat Mission-Urban, the Haryana government has launched an app where residents can posts complaints regarding sanitation issues via photos

New Delhi: Tired of complaining about the unclean environment, littered roads, overflowing bins and unhygienic public toilets? Well, the residents of Haryana will not have to go through a harrowing process to register a complaint related to swachhta. Under the Swachh Bharat Mission-Urban (SBM-U), the state government launched the ‘Swachh Map For Swachh Bharat’recently. The mobile application has been introduced to effectively improve the cleanliness quotient of the state and at the same time make citizens and officials more accountable and responsible towards a clean India.
Talking to NDTV, Harbhajan Singh, Information, Education and Communication Officer, SBM-U says,
The new app will serve multiple goals. One, it will increase community participation and make complaint registration a convenient process. Secondly, it will monitor the performance of sanitation workers. Thirdly and most importantly, the issues will get resolved at a faster pace. People can register complaints about areas that fall under all Municipal Corporations, Municipalities and Municipal Committees in Haryana.

IOS or Android users residing in Haryana can download the Swachh app for free. The user will have to click a picture and upload it on the app and feed in details like area name, ward number and the problem. Once it gets uploaded, a notification will be sent out to the concerned ward official, sanitation officer of the city and the state level sanitation committee. The state government will then forward the complaint at the central level.
Details of state-level complaints will also be sent to the central government’s Swachh Bharat Mission office, through this app. This will increase the accountability of officials and officers concerned, he adds.
On receiving a complaint, the mandate is to resolve it within 48 hours. The complaint will not be removed unless a new photo of the solved problem is uploaded by the local level officer. In case the officer fails to comply, he/she will have to give out a justification in writing or an action will be initiated against him.

The design of this state level app is more decentralised compared to the swachhta app of centre says Mr Singh, “Since the central level app will receive complaints from all over India, it takes time for the complaint to reach the ward level official. Our app will directly notify the ward level official so that he can immediately take the required action.”
Within 5-6 days of the app launch, 32,000 downloads have been r corded and over 15,000 complaints registered. Of the complaints registered, nearly 10,000 have been resolved, confirmed Mr Singh.
The state level sanitation committee will track the progress of the app on a daily basis to identify areas which need special attention,
Daily tracking will help us know percentage difference of complaints getting registered and resolved. We will segregate the complaints in categories like waste management, open defecation/public toilets, etc and frame our action plans accordingly, explains Mr Singh.
In Gurugram, adjoining the national capital, residents can call a toll free number 1800025952 regarding garbage in their areas and the complaints would be redressed within 24 hours.
